The glue used is water-soluble according the the escapees.com members. Some of them used a hand-held
Green Machine to clean their ceiling and reported good results.
There are 2 versions,
this is the cheaper one.
I've never read of anyone using the equipment you describe.
FWIW, I contacted a local carpet cleaning business and the owner refused, saying his machine would make too much mess with water dripping off the ceiling carpet.
So I wound-up using Foley's spot carpet cleaner spray and micro-fiber rags on the worst places. It did an great job but my arms wore out after a few minutes of working overhead for a 74 year old man.
Now I'm going to hire a grandson to clean the rest.
