Ceiling sagging

Hi Guys

I own a 1991 Winnebago Itasca Spirit. Still going strong. We had some minor water leakage in the ceiling near the airconditioning unit. I removed the airco entirely and now I found that a small part of the ceiling is delaminated.

I thought about using spray glue in between the delaminated wood layer but which type do you use which does not eat up the blue foam?
On the outside on the roof I am building a complete new layer with aluminium cross bars which gives the roof a lot more strength. I need this to hold my new solar panels.

When I used to restore cars I used 3M 8090 for foam headliners with good results. I think any headliner adhesive would work as there are many headliners that are foam. I recently used some Gorilla Glue clear spray adhesive on some rubber mats and it seems to be a great product but not sure if it will eat foam, it is readily available at AutoZone. Make sure you are lined up because re-positioning is hard to impossible.
