Driver Mirror Stuck

The mirror on the drivers side won't go up high enough for me to see above the street. It's down so low, I can't see past the back end of the RV. The passenger mirror adjusts just fine, but the driver mirror seems to be stuck. I've manually tried to push it up, but it seems to be as high as it will go. I don't want to force it, but I can't spend hours on the road, dipping my head down to see traffic in the mirror.

Is there an adjustment screw or some way to adjust the range of travel for the mirror?

Any and all help would be appreciated.
