Is this window trim significant?

I am doing the 'big cleaning' and find this type of internal rubber trim does not seal well (...it is from 2002) and seems to be a dirt magnet.

Is there some specific rationale why it is there? All the moving windows have it, vertical and horizontal. Thanks.
