Stuck Open Black Water Valve

2021 Micro Minnie with stuck Open Black Water Valve. Any suggestions?

Does the shaft attached to the valve handle move at all? If not, the issue is probably there at the handle (and not at the valve). You can then try gripping the metal shaft with channel locks and rotating it a little bit to see if that will free it.
