Automatic Transfer Switch

(NEWBIE / 2000 Winnie 33' Brave )I am having a problem of my batteries not charging w/ gen. or shore line. Originally thought it was my converter charger, which is probably the original. Installed a new 55 amp c/c. That did not change things.Now I am thinking it might be a bad ATS switch, but I am not sure about how to check that out. Any help will be appreciated.
