According to the wiring diagrams and operator manual for your coach (both available through this
link), and the inverter manual, if it is a Xantrex Pro XM1000 (see this
link, page 4-3), you are correct. The inverter should pass shore power through to the outlets even when it is turned off.
I recommend calling the inverter manufacturer and asking them about this. A call to Winnebago may help, too.
By the way, you should add a signature to your user profile. It usually includes the year, make and model of your coach, but can include other information. A signature is appended to each post. To create/edit a signature, click on the "User CP" link in the orange bar at the top, then click on "Edit Signature."
