OBD II connector should be close to the steering column on the bottom of the dash. You may have to lay on the floor and look straight up.

OBD I connectors were sometimes under the hood , my 93 Dakota was there , but in 1996 , the OBD II was mandated by the federal government and required to be within 2' of the steering column.

I found mine attached with a screw to the right side of the plastic steering column cover, up behind the dash. I removed the screw so it could drop down to attach an NGS (Ford scan tool) and then just tucked it back up when I was done.

I have a 2000 Ford F-53 and mine is OBD II tucked in the wiring next to the steering column under the dash. As far as I know, this was the standard plug for all vehicles after 1996.

My 99 F53 is ODB II. The ODB II connector is on the right side of the steering column. If it's a 97 its ODB I, there was no 98 F53. All F53's with the V10 are ODB II.

On my '99 Chieftain F53 the ODB II is accessible by removing the black plastic cover below the steering column. I leave the cable for my Scan Gage II connected all the time.
