Fuel Sending Unit Test
A quick search found this: It would be a start, but requires getting at the fuel tank and sending unit down below instead of just at the dash. It's a start?

The fuel sending unit is fed by the instrument cluster, it supplies 12v to the fuel sending unit, and there is a signal return that feeds the instrument cluster.
Do this:
If a 100 ohm resistor is available, disconnect the
fuel level sender connector and place the resistor
across circuit 47 and ground in the wiring harness
connector to simulate the fuel level sending unit.
Turn the ignition to the run position and observe
the fuel gauge. If, after gauge initialization, the
gauge points very closely to the 1/2 tank mark,
then the wiring and ICU are all operating correctly.
If there is no problem with the wiring and ICU, Replace the sending unit
The 100 ohm resistor is replacing the sending unit, if the gauge reads just less than 1/2 a tank, the wiring is good and the sending unit is bad.
Check the sending unit with a volt meter set to ohms. linearly from 31±2 OHMS to 247±3OHMS
