I have been plagued with my leveling jacks not going all the way up. I even carried a 2x4 to help get them fully retracted. Lately, I cleaned the dust (from 12 months of sitting outside) from the shiny, exposed portion of the cylinders and them wiped them down w/WD40. Now they have all retracted quite nicely!
Sometimes following mfgrs. recommendations is a good thing.
