2016 27q what is this and is this normal?

We are looking at buying a 2016 27q but the storage lockers under the coach seem to have a lot of rust is this normal and what can be done to treat this?
Secondly I know the cap does not have an outside seem but inside someone sprayed something on the inside seem. Any reason for this. The cirrent owner is the indoor storage provider who bought it from a widow.
Thanks for any insights.
