2017 View 24G frig access Panel outside will not open

I have a 2017 View with a Norcold N3000 frig that works on propane and electric. On the outside of the RV. There are two panels. One is a vent and the other is an access panel with propane heat vents(chrome) The acces panel is rusting. I removed all the screws . 4 screws on panel and 6 on the propane vent. I still cannot remove the panel to repaint. It almost looks like the chrome propane heat vent may be riveted to the two tubes. Does anyone know how to remove the panel. This is the lower panel not the refrigerator vent. Thanks!

The lower panel sounds like it would be the intake combustion air and exhaust for the furnace? One sucks in and the other blows hot air out?

I have found the easy way to remove rivets is grinding but one can also tap a nick in the rivet and then drill it out. The nick will help keep the bit from walking and going too far off the head.
To replace, I then go back with small bolts with cone shaped heads to fitt into th erecess better.

That appears to a furnace, rather than a fridge.
