If that is not the problem then what do I do? What else can cause this dancing around?

I can’t think of a reason for it other than the axles not aligned properly or possibly a bent torsion arm (or spindle) due to curb-strike etc during shipping.

resolution.
Dealer looked at everything and finally determined that that spring arms they installed were WAY to heavy.(800lb vs the 550lb that it needed.) Changed the spring arms and readjusted and now it tows great.

Hi Bruce,
That is a new one on me! I think you stumped the band on that repair. Glad all is well now. May you tow straight and true, with following seas.

Are you referring to spring arms on your weight distribution hitch? Otherwise I'm feeling I need a little more education about torsion axles (which wouldn't surprise me). Just curious.

If it's the WDH, I think I'm beginning to follow. Would that mean way too much weight was effectively pushed to the back of the trailer (and front of the tow vehicle)? That would be like having too much weight way in the back, which leads me to think nasty sway would result.
