Blackwater Dump Lever Stuck 2017 Micro Minnie

Hi
The blackwater dumping handle is stuck open. I loosened the outer nut but could not get it working. Our winnebago 2017 micro mini has a black plastic "under board " that hides the cable or lever the goes back to the main sewer tank. Do I have to remove the black "under board" to try to work on the lever? Any ideas would be much appreciated. Thank you!

My gray tank valve stuck open and I just took a pair of pliers and grabbed the rod and rotated it a little and it broke free. Not sure what caused it to hang. But, that fixed it and it hasn't done it again.

I just replaced my black water dump valve. It isn't much trouble to replace.

Spray the cable and housing with penetrant/.rust buster daily while rotating the cable back N forth as dcgreen advised.
When my dump cables begin to develop more resistance I start with the rust buster spray again.
