If you can spot the back of the water heater, there is a pretty basic thing to check.
First know that the cold goes in the bottom and hot out of the upper connection on the heater. visually do some line tracing to make sure you have the bypass correct so that new water coming in actually goes to the heater? You may have it correct but worth checking?
Then make sure the hot coming out heads into the pie go to the rest of the RV.
There are many heaters which have check/one way valves at the output of the heaters. These can stick or clog.
Depending on water pressure and type of tubing or pipe, you can often feel when water is flowing and also sense the temperature.
Is the check valve where you can get to it? Easier to try to feel if water is moving through the out piping or is it easier to just disconnect that pipe and see the water come out?

If not familiar with check valves, they may be easy to overlook. This drawing is not for the trailer group but may help to spot the item?
Water in at bottom will come out overflow but if this check valve (yellow item!) is stopping flow, none goes to RV!
If you can get to it, a few good thumps may do wonders and much easier that replacement. If it happens twice, THEN replace?
