The holes in the existing mounting plates are oblong so the holes in the riser do not have to be oblong. Drill as per drawing.

I had my local fab shop bend up a 3 1/2" x 2" x 3/16" (7 GA) U Channel. I drilled the 11/16" dia holes and welded in 3/16" plate Gussets.

I could have started with 3 1/2" x 3 1/2" x 3/16" (7 GA) Square Hollow Structural Steel Tubing. Then Zip cut the square to make 3 1/2" x 2" U Channel.

A third option is to use 3 1/2" x 3 1/2" x 1/4" Square Tubing and not cut it into U Channel, drill 11/16" holes and your done.
